Wrong salary letter sent to me - do they have to honor it?

Sorry, but they don't. You realised it looked wrong and your manager has confirmed that's the case, so it was 'just' a mistake. You haven't done anything to 'act in reliance' on this figure (such as enter into wild new spending commitments you can't cancel!) so it you can't insist on being paid that.
