Capitalization and Punctuation - Are kids' proficiencies in these disciplines becoming generally weaker?

Yes. It seems like every since chatting and text messaging came along, proper english in general has gone down the tubes. I've heard on the news that kids are failing english cles because they use those stupid text/chat abbreviations in their english papers. What are they thinking?
